Transparency Index Shows Decline for UK, US in Public Sector Integrity
In the newest edition of the index, the UK fell sharply from seventh place in 2015 to 20th in 2025, with its overall score slipping slightly from 71 to 70. The United States also saw a decline, dropping one position from 28th to 29th and registering its lowest score to date at 64.
The index, which is commonly used as a benchmark for public sector integrity, is compiled using assessments from experts and business figures around the world.
According to reports, the findings point to what was described as a “worrying trend” of democratic backsliding in states that have historically been viewed as having robust institutions. Concerns were raised about issues such as political funding practices, cash-for-access arrangements, and the targeting of activists and journalists by state authorities.
In the UK’s case, attention was drawn to the heavy dependence of major political parties on wealthy donors during the 2024 general election campaign. Reports also warned that the country could remain “mired in scandal” this year, referencing disclosures involving the relationship between a senior Labour figure and former US ambassador Peter Mandelson and the convicted child sex offender Jeffrey Epstein.
Globally, only seven countries achieved scores of 80 or above. Denmark led the rankings for the eighth year in a row, followed by Finland, Singapore, New Zealand, Norway, Sweden, and Switzerland.
At the other end of the scale, South Sudan ranked joint lowest alongside Somalia, with Venezuela, Yemen, and Libya positioned just above them.
